when I move the cursor to the bottom of the gnome desktop to unhide the panel the comment box appears and covers the main menu bar applets the comment box needs to respond slower or be removed. Just to clarify the terminology here, the "Comment box" is a tooltip. Ideally, a hidden panel would not show any tooltips at all.
Based on the date this bug was created, it appears to have been reported against rawhide during the development of a Fedora release that is no longer maintained.
