Description of problem:
After a clean F43 Workstation installed, the next boot sees a 90-second delay before gnome-initial-setup is started. After the delay, the fail-whale screen is displayed, and only afterwards the gnome-initial-setup starts. The initial setup is functional and the resulting system as well.

1. install F43 Workstation
2. reboot

Proposing as a Beta blocker:
"If a utility for creating user accounts and other configuration is configured to launch, it must be visible within 10 seconds of the first boot reaching the launch point."

It takes 90 seconds instead.

This seems to occur both on bare metal and in virtual machines, so it's unlikely to be hardware-dependent.

I thought we had a downstream bug, but can't seem to find it. The upstream issue seems a bit dead.

I just hit this on aarch64 too, kvm UEFI, there are some messages about media keys failing, and a few other things in the logs but no actual coredumps shown in coredumpctl.
