Description of problem: After a clean F43 Workstation installed, the next boot sees a 90-second delay before gnome-initial-setup is started. After the delay, the fail-whale screen is displayed, and only afterwards the gnome-initial-setup starts. The initial setup is functional and the resulting system as well. Proposing as a Beta blocker: "If a utility for creating user accounts and other configuration is configured to launch, it must be visible within 10 seconds of the first boot reaching the launch point." https://fedoraproject.org/wiki/Basic_Release_Criteria#Expected_installed_system_boot_behavior It takes 90 seconds instead.
This seems to occur both on bare metal and in virtual machines, so it's unlikely to be hardware-dependent.

We reported this upstream some time ago: https://gitlab.gnome.org/GNOME/gnome-shell/-/issues/8519 I thought we had a downstream bug, but can't seem to find it. The upstream issue seems a bit dead.

I just hit this on aarch64 too, kvm UEFI, there are some messages about media keys failing, and a few other things in the logs but no actual coredumps shown in coredumpctl.

From the openQA videos, it looks to me like the GNOME 49 RC megaupdate fixes this.
