These packages are supposed to be in the same versions, from the same tagged releases in each project. Both vulkan-headers and spirv-tools in c9s are v1.4.313, and spirv-headers in epel9 is 1.3.231.1 sdk. 

Please sync these packages and keep them in tandem going forward.
