These packages are supposed to be in the same versions, from the same tagged releases in each project. Both vulkan-headers and spirv-tools in c10s are v1.4.313, and spirv-headers in epel10 is 1.4.304.0 SDK. 

Please sync these packages and keep them in tandem going forward.

who is supposed to take action on the next step here?

It is blocking intel-compute-runtime promotions for a few months now
