Looking good!

One issue that needs fixing:

 - I'm not sure the current license text is valid? I think you need/want an
   `AND` predict betwitxt each operand. e.g:

   https://src.fedoraproject.org/rpms/phrog/blob/rawhide/f/phrog.spec#_11

One question:

 - Why a glob at the end of `%{_mandir}/man1/%{name}.1*` in  `%files`?

@me, thank you for the review.

About "Why a glob at the end of `%{_mandir}/man1/%{name}.1*` in  `%files`?":
If I remove the glob, I get an RPM build error in COPR:

RPM build errors:
    File not found: /builddir/build/BUILD/topnfiles-4.1.13-build/BUILDROOT/usr/share/man/man1/topnfiles.1

What would a better line for the %files section be? (Lots of packages seem to just put "%{_mandir}/*/*".)
