Please branch and build spice-protocol in epel9 and epel10.

If you do not wish to maintain spice-protocol in epel9 and epel10,
or do not think you will be able to do this in a timely manner,

This bug appears to have been reported against 'rawhide' during the Fedora Linux 45 development cycle.
Changing version to 45.
