OpenH264 is not downloadable due to Cisco blocking access to our friends in countries including Ukraine and Russia.
As Cisco repo is not contactable, all updates are blocked and Fedorais rendered unusable without forcing users on to TOR or a VPN or other manual intervention.

Steps to Reproduce:
1. Be in a blocked country
2. Update or install system from netinstall
3.
Actual Results:
Fedora won't install or update.

Expected Results:
Fedora will install and update without user intervention.

Additional Information:
This is an issue of equity.  Are our friends in Ukraine less deserving of Fedora?

Proposed as a Blocker for 43-final by Fedora user theprogram using the blocker tracking app because:

 This is a violation of the "Installing, removing and updating software" final release criterion (https://fedoraproject.org/wiki/Fedora_43_Final_Release_Criteria#Installing,_removing_and_updating_software) since this just prevents doing any package management operations in some circumstances.

+1 fedora-cisco-openh264.repo should be default disabled, Americans can enable it they choose to, the free world is better off using x264.
