OpenH264 is not downloadable due to Cisco blocking access to our friends in countries including Ukraine and Russia. As Cisco repo is not contactable, all updates are blocked and Fedorais rendered unusable without forcing users on to TOR or a VPN or other manual intervention. Additional Information: This is an issue of equity. Are our friends in Ukraine less deserving of Fedora?
Proposed as a Blocker for 43-final by Fedora user theprogram using the blocker tracking app because: This is a violation of the "Installing, removing and updating software" final release criterion (https://fedoraproject.org/wiki/Fedora_43_Final_Release_Criteria#Installing,_removing_and_updating_software) since this just prevents doing any package management operations in some circumstances.
