Please branch and build transmission for EPEL 10.0 and 10.1

libb64 seems to be the only missing build dep, and I have opened a bug for that:
https://bugzilla.redhat.com/show_bug.cgi?id=2401885

Both libb64 and transmission build just fine for el10 on copr.

A +1 from me as an el10 user who would prefer to use epel builds over building via source. :)
