Description of problem:
As discussed on the program call, please include `tar` in the Red Hat Ceph Images.

I have a couple of scripts which we execute on Ceph and ODF instances to collect data for support and sometimes we need to run them in cephadm shell or in the ODF toolbox. Not having tar inside the image makes some operations more complicated.

Hope you're doing well! I included tar for 9.0 release, is there any other releases where this change is needed (8.1, 7.1, 6.1, 5.3)?
