Steps to Reproduce:
1. Ensure spec does not contain "ExcludeArch: s390x"
2. fedpkg scratch-build --arches s390x
Actual Results:
All tests did not pass

Closing this. If anyone ever presents a valid use-case for running a Wayland mobile shell on their datacenter hardware, we can revisit this.
