When using two keyboard layouts, the disk decryption prompt shows the secondary one, but the first one is actually used. This was not present in Fedora 42 and earlier versions. Reproducible: Always Steps to Reproduce: 1. Set `/etc/vconsole.conf` as follows: ``` KEYMAP=fr-bepo FONT=eurlatgr XKBLAYOUT=fr,kr XKBVARIANT=bepo, ``` 2. `sudo dracut --force` 3. Reboot Actual Results: The password prompt shows "Korean", but the keyboard layout actually in use is fr-bepo. Expected Results: The password prompt should show "French", and the keyboard layout used should be fr-bepo.
