Description of problem:

- When loading Ceph dashboard when attempting to edit RGW users or buckets. 
- Accessing RGW ratelimit for user fails with error

# radosgw-admin ratelimit get --ratelimit-scope=user --uid=veeam-kasten
ERROR: failed to get a ratelimit for user id: 'veeam-kasten', errno: (2) No such file or directory
