openh264 is built for epel10 and up on it's distribution site.
A fedora repo has been created and is pointing there.
https://codecs.fedoraproject.org/openh264/epel/10/

Please add the openh264 repo in epel10 epel-release, like it is in epel9.

The openh264 is openh264-2.5.1-1.el10_1  ... so please do this for epel10 (RHEL 10.2) and epel10.1
