This code was previously included in the "cc" crate until it was split into a separate crate as of cc v1.2.35. Most of this crate is cfg-gated to `cfg(windows)`, but not *all* of it. And apparently it cannot be entirely conditionalized, because that would break cross-compilation (not sure why).
