Nothing provides `phoc` on ppc64le because `phoc` is not built for `ppc64le`.

Reproducible: Always

Steps to Reproduce:
1. fedpkg mockbuild
Actual Results:
Nothing provides `phoc`

Expected Results:
`phoc` is provided by `phoc` package

Closing this. If anyone ever presents a valid use-case for running a Wayland mobile shell on their datacenter hardware, we can revisit this.
