Problem: nothing provides requested (python3dist(filelock) < 4~~ with python3dist(filelock) >= 3.20.1)

I’d like to coordinate the eventual update to virtualenv >= 21 with hatch 1.16.5, bug 2443407, which adapts to a breaking change in virtualenv>=21 and simultaneously drops support for older virtualenv releases.
