Requesting glances to be branched and built for EPEL 10.

Glances is a popular Python-based system monitoring tool that is
currently available in Fedora and prior EPEL releases, but is not yet
available for EPEL 10.

Use cases include:
- Server and container monitoring
- Headless / remote monitoring via CLI and web UI
- Widely used in enterprise and homelab environments on EL-based systems

Fedora package:
https://src.fedoraproject.org/rpms/glances

Dependencies are Python-based and already largely present in EPEL.
If there are known blockers for EPEL 10 (Python ABI, dependency gaps,
or policy issues), I would appreciate guidance.
