Hello, it seems cloud-init systemd unit has been renamed starting fedora 43 (https://src.fedoraproject.org/rpms/cloud-init/blob/f43/f/cloud-init.spec#_138). oobe.sh provided in fedora 43 / rawhide are still using the old unit name (https://src.fedoraproject.org/rpms/wsl-setup/blob/f43/f/wsl-oobe.sh#_16). As a result, cloud-init is never executed during fedora WSL installation.
