Upstream has released ollama version 0.15.1, but the currently available version in Fedora is 0.12.11.  I have successfully updated the spec to package 0.15.1, built with mockbuild, and done simple testing.

The following was changed:
- Version bump to 0.15.1 and updated vendor tarball
- Handled versioned libggml-base.so* with glob
- Removed redundant %license vendor/modules.txt
- Removed unused fdupes BuildRequires
