python-sqlalchemy failed to build from source in Fedora rawhide/f44

Please fix python-sqlalchemy at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
python-sqlalchemy will be orphaned. Before branching of Fedora 45,
python-sqlalchemy will be retired, if it still fails to build.

we've been having these sporadically occur for some time and they are not associated with any specific change, I will seek to turn down the noisyness of this particular assertion as part of https://github.com/sqlalchemy/sqlalchemy/issues/13102 since they are affecting us on GH actions as well
