Per https://docs.fedoraproject.org/en-US/packaging-guidelines/#_architecture_build_failures, you need an explanation for why the ExclusiveArch or ExcludeArch is required, and once the package is approved, you need to open a tracking bug that blocks the missing architectures, here PPCTracker and F-ExcludeArch-s390x. You don’t have to block F-ExcludeArch-x86 anymore because of https://fedoraproject.org/wiki/Changes/EncourageI686LeafRemoval. In practice, a scratch build with the ExclusiveArch removed (https://koji.fedoraproject.org/koji/taskinfo?taskID=142580450) shows that this particular crate *does* successfully compile and pass its tests on all Fedora primary architectures, so you should just drop the ExclusiveArch, and then you won’t need the tracking bugs.
