When restarting my laptop, I'm seeing the following in the logs (and it times out after 45 seconds): "Job tailscaled.service/stop running".  https://github.com/tailscale/tailscale/issues/3932 seems to have info on the issue, and https://github.com/tailscale/tailscale/issues/3932#issuecomment-3924041096 is what fixed the issue for me.

...tailscale was installed using:

sudo dnf install -y tailscale
sudo systemctl enable --now tailscaled
sudo tailscale up
sudo tailscale set --operator=$USER
sudo dnf install trayscale

...and dnf info tailscale gives:
