See https://crates.io/crates/av-decoders. This is still useful (and a sufficient dependency for the latest rust-av-scenechange) even with only the default Y4M backend packaged. We could add the ffmpeg and vapoursynth features later if they are needed, and if someone packages the bindings they require.

This can now be trivially updated to 0.9.1, https://github.com/rust-av/av-decoders/compare/v0.9.0...v0.9.1. I’m happy to do this upon import, or at the time someone takes the package review.
