for now, I'm removing texlive - to work-around this error.
Valid, but you may be the only human to ever install texlive-newcommand-doc. :D Nevertheless, a Provides/Obsoletes will resolve this.
I use: `dnf install texlive-scheme-full`
Aha, I see why this failed, the old newcommand-doc had a longer version than the simplified svn##### version I'm using everywhere now, so the obsolete is too narrow. Fixing it in -4.
