perl-File-LibMagic-1.23-18.fc45 fails to build in Fedora 45 because tests fail like this:

This is probably triggered by upgrading file-devel from 5.46-9.fc44 to 5.47-1.fc45.

Tests are passing again with file-devel 5.47-2.fc45
