One issue: The LICENSE-APACHE file contains only the "header", not the full license text.

Changelog:

- Shortened the Summary tag (was 83 chars, over rpmlint's 79-char limit)
- Verified the cached LICENSE-APACHE contains the full Apache-2.0 text, not just the header (upstream's raw copy is itself truncated; the cached copy here has already been manually completed)
