Missing license files in published crates has been fixed in git master branch, there just hasn't been a new release with this change yet: https://github.com/rust-windowing/gl-rs/commit/79ecda7 In general, I would recommend not to use "master" (or other "branch" type refs) when referencing raw files, since these links are not stable. Instead, use the commit or tag that corresponds to the version you're packaging here. In this case, this would be commit "ea503e8d5fb6d73c6030e6191ce738cd3bf3433e" or the "gl-v0.14.0" tag.
