Looks like you uploaded the wrong .spec file, the Spec URL points at a file that is for version 0.13.1, while the SRPM URL points at an SRPM for 0.12.0.
Huh... Sorry for the noise. I must have packaged this for envision and when opening these bugs went through my punch list from the chain build and this was there. https://src.fedoraproject.org/rpms/rust-openxr-sys
