Closing, as GDB is not affected by this problem. The upstream fix posted by Alan Modra is to display_debug_rnglists_unit_header() and display_debug_ranges() in binutils/dwarf.c. While this file is shared among standalone binutils tools, GDB has its own independent DWARF reader and does not link against binutils/dwarf.c.
