I should have added that the virtual display worked with FC6 (and earlier).
I've reverted to xorg-x11-drv-i810-1.6.5-10.fc6 and the virtual desktop works fine. So there does seem to be an issue with 2.0.0-4. Changing severity to medium.
It turns out this is not a bug but a feature of recent X drivers. Essentially, the xorg folks have decided to get rid of VIRTUAL at the driver level. If you want virtual desktops back, please add a comment supporting the following enhancement request: https://bugs.freedesktop.org/show_bug.cgi?id=11418 The request is for adding a hook to the X-server code that will allow window managers and "desktops" to implement virtual desktops easily.
