Reproduction steps

Likely, the installation was started with a partitioning / mount points / subvolumens different than what the installation later expects or requires. 

IIRC, in the btrfs volume for the Fedora installation, top-level got a mount point (/), instead of having no mountpoint and / being mounted to a dedicated subvolume instead. 

The installer did not reject this setup and allowed to proceed with installation which led to a failure during the "configuration" step. 

Fedora installed correctly on this machine now with top-level without assigned mount point and two separate subvolumes, one called root (@ name was rejected by installer) and one called home, with the respective mount points.
