Description of problem:
cutter-re from EPEL 8 has one or more unresolved dependencies, causing it to be uninstallable.

cutter-re-2.3.4-6.el8


How reproducible:

Steps to Reproduce:
1. dnf install cutter-re


Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides python3-jupyter-client needed by cutter-re-2.3.4-6.el8.x86_64 from epel
  - nothing provides python3-notebook needed by cutter-re-2.3.4-6.el8.x86_64 from epel


Expected results:
successful installation

I've removed the epel8 tag from the following builds to remove cutter-re from the repos for now until the dependencies can be sorted out.

cutter-re-2.2.0-1.el8
cutter-re-2.3.4-6.el8
