In fact, it's nothing to do with the spec file cleanup - moving to the new upstream version meant a lot of changes. Unfortunately I didn't spot that the new version doesn't properly install the compiled executables (whereas the old version did). Will fix shortly (trivial). Thanks for the report.
Have fixed this in version emacs-vm-8.0.0.453-2.fc7. Have requested that this build is pushed to updates (rather than updates-testing) so hopefully it should appear in a few days. emacs-vm-8.0.0.453-2.fc7 has been pushed to the Fedora 7 stable repository. If problems still persist, please make note of it in this bug report.
