mbuffer is already available in Fedora and was built for EPEL 9
(see Bug 2103091), but I do not see an EPEL 10 build yet.

Please branch and build mbuffer for EPEL 10.

Use case:
- buffering backup/restore streams
- tar|mbuffer|ssh style transfers
- zfs send/receive pipelines
