wivrn is built on ppc64le, but it requires android-tools, which has not been built on ppc64le for two years: https://src.fedoraproject.org/rpms/android-tools/c/38eea7154cb5930259f7a3ae59cdb123fb7d2862?branch=rawhide

If wivrn can be used to some extent without android-tools, the dep should be omitted on ppc64le. If it can't, it should not be built on ppc64le.
