Description of problem:
petsc-openmpi-devel from EPEL 9 has an explicit dependency on a RHEL 9 package which has been upgraded to a higher epoch.  This cause upgrade issues for anyone with the package installed.

How reproducible:
always


Steps to Reproduce:
1. dnf install petsc-openmpi-devel
2. dnf upgrade


Actual results:
Error: 
 Problem 1: package petsc-openmpi-devel-3.20.6-4.el9.x86_64 from @System requires openmpi-devel(x86-64) = 1:4.1.1, but none of the providers can be installed
  - cannot install both openmpi-devel-2:4.1.1-7.el9.x86_64 from rhel-9-for-x86_64-appstream-rpms and openmpi-devel-1:4.1.1-5.el9.x86_64 from @System
  - cannot install both openmpi-devel-2:4.1.1-7.el9.x86_64 from rhel-9-for-x86_64-appstream-rpms and openmpi-devel-1:4.1.1-5.el9.x86_64 from rhel-9-for-x86_64-appstream-rpms
  - cannot install the best update candidate for package petsc-openmpi-devel-3.20.6-4.el9.x86_64
  - cannot install the best update candidate for package openmpi-devel-1:4.1.1-5.el9.x86_64

  - cannot install both openmpi-2:4.1.1-7.el9.x86_64 from rhel-9-for-x86_64-appstream-rpms and openmpi-1:4.1.1-5.el9.x86_64 from rhel-9-for-x86_64-appstream-rpms
  - cannot install the best update candidate for package openmpi-1:4.1.1-5.el9.x86_64
