New packages “MUST” use the current Python packaging guidelines with pyproject-rpm-macros, https://docs.fedoraproject.org/en-US/packaging-guidelines/Python/, rather than the “201x-era” Python packaging guidelines, https://docs.fedoraproject.org/en-US/packaging-guidelines/Python/, as in this submission. This is a simple package, so you should find it straightforward to update it to current practices. See https://docs.fedoraproject.org/en-US/packaging-guidelines/Python/#_example_spec_file for an example. The python-pytest-runner package has been retired (for good reason; it has long been deprecated, and is now archived, upstream), so this will certainly not build in Rawhide until you fix that.

The latest spec URL gives a 404 error, and the SRPM URL is for a different package.
