Description of problem:
Package python-cartopy fails to build from source in Fedora Rawhide.

Version-Release number of selected component (if applicable):
0.25.0-6.fc44

Steps to Reproduce:
koji build --scratch f45 python-cartopy-0.25.0-6.fc44.src.rpm

There's 165 failed tests with a good chunk of them having this kind of traceback:
