Description of problem:
ibus-panel, ibus-wayland packages are not installed when installing "dnf group install kde-dekstop-environment" from minimal install.
This makes "IBus Wayland" Virtual Keyboard not available.

Steps to Reproduce:
1. Install a fresh RHEL 10 (In my case, Rocky Linux 10.1) by selecting "minimal install" for installation package group.
2. dnf --enablerepo=crb group install kde-desktop-environment
3. start KDE6 from tty by "dbus-run-session startplasma-wayland"
$. Navigate to System Settings->Keyboard->Virtual Keyboard

Actual results:
No "IBus Wayland" selection available, only "None" and "Maliit"

Expected results:
"IBus Wayland" selection is available

Additional info:
I am filing this bug against ibus-anthy package, but
this seems to be an EPEL packaging bug.
"Input Methods" hidden install group only pulls in ibus-anthy package.
ibus-panel and ibus-wayland also should be pulled in.
I guess this is not encounted frequently since default GNOME desktop install has it.

You don't need ibus-wayland package which is needed by Weston at present.

KDE needs the "IBus Wayland" Virtual Keyboard which is enabled by /usr/share/applications/org.freedesktop.IBus.Panel.Wayland.Gtk3.desktop file which belongs ibus-panel package.

So you need ibus-panel package.

Fedora ibus can require ibus-panel because KDE is available in Fedora.
RHEL ibus cannot require ibus-panel because of no KDE in RHEL.

Please install ibus-panel by manual with EPEL DEs. It would be a build limitation in RHEL unfortunately.

This would need to be addressed in RHEL10, but also in fedora for future rhel.

I think there is no need to restrict %ibus_panel_condition only to fedora, since KDE is always available in EPEL.

But yes, ibus-panel is available in the RHEL 10 CodeReady Linux Builder (CRB) repository.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 45 development cycle.
Changing version to 45.
