Description of problem:
If a language is not installed, and I use system-config-language in tui mode.
Then s-c-language gives me a dialog to ask if you want to install the new
language, when I select "cancel" button, if the "cancel" is not English, then it
still installs the new language.

I fixed it in s-c-language-1.2.4-1.fc8.
