Description of problem:

Within the Fedora development tree taarich is now the only
source rpm which does not have the summary/description in
valid utf-8. This is for the hebrew (he) translation as part
of the spec file.

"iconv -f hebrew -t utf8 < taarich.spec" seems to change this
over to valid characters. (Well, more rough guess from me.)
Could this be changed for Fedora development or are there reasons
to stay with the current encoding?
