After applying the latest Fedora 44 updates, the system reboots in a "degraded" state. Reproducible: Always Steps to Reproduce: 1. Install and enable sytemd-networkd and nftables (or possibly another firewall). 2. Reboot. 3. Check "systemctl status" and journal. Actual Results: systemctl status shows "degraded." Journal shows: [🡕] basic.target: Found ordering cycle: sockets.target/start after systemd-networkd-resolve-hook.socket/start after network-pre.target/start after nftables.service/start after basic.target/start - after sockets.target [🡕] basic.target: Job sockets.target/start deleted to break ordering cycle starting with basic.target/start Expected Results: No ordering cycle. System not degraded. sockets.target started.
