It looks like this needs keccak >= 0.2, but Rawhide has 0.1, and sponge-cursor >= 0.1 which isn't packaged.
In terms of the specfile itself, it's generated with rust2rpm, the license is acceptable, matches upstream, and is included in the package. Once it builds in Rawhide I am happy to approve it as-is.
Even though I can't build it in Rawhide, it's a library and is part of a larger update so, approved.
