Confirmed from the wild. It's a distrosync blocker on a MATE+Budgie VM. Removal,distro-sync followed by forced install in 45 and followed by borrowing /usr/lib64/libgnome-desktop-3.so.20 from 44 makes it working. The installed .21 version of the library does not work after symlinking to .20 due to missing symbol.

Proposed as a Freeze Exception for 45-beta by Fedora user joshstrobl using the blocker tracking app because: budgie-control-center was a FTBFS from changes in libgnome-desktop. This means it fails to link and as it is a required component for the compose, breaks Budgie composes.
