This is usually caused by the plasma-discover-snap plugin which will be
installed as a weak dependency if snapd is installed.  If you remove the
package the problem goes away until the package is re-installed at some later
system update.  If the user doesn't use snapd, then uninstalling snapd and
the snapd related packages would permanently fix the problem for that user.

I would suggest that the plasma-discover-snap plugin should be blacklisted
until the problem is diagnosed and fixed by KDE.

Thank you for your reply.

That is absolutely true for me. As soon the plasma-discover-snap package is removed, 
the update process works just fine.

The issue is that after the removal, snap packages will not be updated until reinstallation.

In my experience, the snap packages are updated by snap itself.  It also keeps
old versions installed, which you can check by running 

snap list --all
