Description of problem:
when using the files section %doc macro installs document files into
%{prefix}/doc instead of %{_datadir}/doc

Version-Release number of selected component (if applicable):
4.4.2-46.fc7

How reproducible:
Always

Steps to Reproduce:
1. build a package which uses the %doc macro
  
Actual results:
files listed using %doc go to /usr/doc/<package name>-<package version>

Expected results:
files listed using %doc should go to /usr/share/doc/<package name>-<package version>

Install redhat-rpm-config if you want to use the Red Hat standard directory of
/usr/share/doc.
