psutils-2.10-11.fc45 fails to build in Fedora 45 because build-required gnulib-devel cannot be installed:

DEBUG util.py:461:  Problem: package gnulib-devel-0-57.20260302git4a3650d.fc45.noarch from build requires gnulib-python, but none of the providers can be installed

I rebased psutils to a current version which does not depend on the faulty gnulib-devel.
