python-spyder-kernels failed to build from source in Fedora rawhide/f45

Please fix python-spyder-kernels at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
python-spyder-kernels will be orphaned. Before branching of Fedora 46,
python-spyder-kernels will be retired, if it still fails to build.

I took ownership of a few orphaned packages.
For this one, I applied the PR's and updated to 3.1.5.
It should be in a good shape for now.
