Please fix rust-procfs at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
rust-procfs will be orphaned. Before branching of Fedora 46,
rust-procfs will be retired, if it still fails to build.

This build failure was caused by some tests failing, and I don't know what is causing the test failures.

It started happening across all buildroots *except epel9* basically at the same time, sometime between 2026-03-05 and 2026-03-22. No single dependency update can be responsible for all first-known-bad builds.

In some branches, it started to fail with rust-libc v0.2.183.
In other branches, it started to fail with rust v1.94.0, but was fine with libc v0.2.183.

The *only* commonality seems to be that the combination of libc v0.2.183+ and rustc 1.94.0+ is broken, but either of them on their own is *fine*.

In EPEL 9, there is still Rust 1.92.0, which could explain why it's not broken there yet.

So this might potentially point at some undefined behaviour happening somewhere ... though I'm not sure *where*. The code in the procfs crate for the test that fails is very straightforward.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 45 development cycle.
Changing version to 45.
