If you run a Russian install with classic anaconda, or with webui from a KDE live, the installed system will contain a /etc/X11/xorg.conf.d/00-keyboard.conf with this line:

Option "XkbOptions" "grp:alt_shift_toggle"

However, if you run a Russian install with webui from a Workstation live, the installed system does not have that line. That means you cannot switch layouts at the console, because kmscon follows xkb configuration, and that's how you configure a switch combo for xkb.

I think this comes down to https://bugzilla.redhat.com/show_bug.cgi?id=2348726 . On the KDE live, anaconda-webui directly controls keyboard layout configuration, and I'm guessing that ultimately sends it through the XklWrapper class where this switcher config gets set. On the Workstation live, webui just shows a link to GNOME Control Center for keyboard configuration, and even if you go there and configure multiple layouts, I guess that doesn't trigger anaconda-webui to go down the path that configures a switch combo.

I'm not sure if this is "fixable" without Workstation/GNOME letting anaconda configure the keyboard stuff directly, but I want to have it recorded at least for common issues / openQA tracking.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 45 development cycle.
Changing version to 45.

Adam, this sounds like a generic issue that should affect more layouts than just Russian, right? Have you already looked at other affected languages, and perhaps have some list/suggestion how to figure them out easily?

Yes, all switched layouts.

Basically it'll affect all entries in https://raw.githubusercontent.com/systemd/systemd/refs/heads/main/src/locale/kbd-model-map where the second column is "XX,us" - "ru,us", "mk,us", "ge,us" etc etc etc.
